Technically anything that can circumvent DMCA is illegal period.......

i.e Modchip, hacked bios....

The dollar value associated with 77 games now thats the kicker

Anything compiled with XDK is illegal (i.e 99 % of xbox apps,software etc.)

Marijuana is only illegal out in the open.....

The emulators are legal, the ROMs are not. Piracy means stealing someones [hard] work, no matter how old it is. Whether it be the people who started the company, or the developers themselves, and all the way down to used game sellers.
