Nowadays, 60fps may refer to progressive scan video, where the frame is rendered every line, unlike interlaced where only every other line on the screen is rendered (odds then evens) which only "makes" 30fps. All Xbox games are capable of 30fps by method of interlaced scan (480i, 1080i), but progressive only happens on two resolution settings on the Xbox (480p and 720p).
There's a reason why higher resolution progressive scan video isn't used as much as it could (frame buffer size becomes larger with higher resolution and progressive, meaning that 720p is the least likely to be seen if it's determined to cause a substantial frame rate loss compared to the other resolution settings).
