Eeprom Edit And Aladdin 1.6

I sucessfully installed Aladdin with an enable disable switch for Live on my NTSCJ
console.  Now though I really want to change the GAME REGION permanently.

What is the best way to go about this?  I have looked into Ltools but I wonder why would I have to do a soft mod on an allready modded Xbox.

Any suggestions?  1.6 NTSCJ  <
