Plugging In The Cd Drive Makes My Screen Flicker

I just installed an x2.6 Ce on a ver. 1.4 mobo
I have an old Thompson drive.
With the cd drive & HDD unplugged, all is well and bios screen shows up.
If I plug in the CD drive - the screen flikers and it eventually shuts off.

Any ideas?
