I guessing that someone else got your xbox set up for you.  Yes, you can install another dashboard.  Just copy the appropriate files onto your drive.  Then, you just have to edit your bios to boot the xbe of that dashboard, and flash it to that bank.  If you can tell me what bios you are using, I may be able to help you out more.
