Just tested the LPC points with a multimeter, its getting power but my chip still isn't flashing, so i tried another one and same prob, so i dunno.

I took the chip out and after maybe 30 secs of solid green, it flashes green on and off, but still no audio/video, so im still lost. I'm thinking maybe its the shelding so a good ground connection isn't getting through, cos i did cut the sheilding but surely it couldn't be that cos i run it on it desk all the time without the case. I just have no idea. It solid green, no video/audio but eject if i plug in a dvd-rom.

it's not the dheilding, the xbox will run fine without the shielding.
you've got a problem with the chip install, or so it sounds.
Changing ide cables will not cause the problem you're explaining to happen.

From what it sounds is that the motherboard was broken before installing a chip (bad tsop flash?), no the chip isn't booting off the LPC and the machine is having the same problems as if it didn't have the chip on it in the first place.

connect d0 (on the motherboarD) to ground (screw hole)
connect bt on the chip to G (on the chip) I believe it's pin 9.

If it boots then there was a problem with either your bt or d0 conenctions.
If it still has the same problem there is an issue with the LPC connections.
