Make sure that each skin is in its own folder (which contains the INI file and the images).  Also, do not change the names of the folders that the skins are in.  If you change the name of the folder the skin will not work.

When you open the SKIN.INI file the skin name is listed in several different places.  These all have to be the same name (and the same name as the folder they are in).  Make sure you take into account upper and lower case, _ and spaces.

For the most part a downloaded skin will be in ZIP or RAR format.  There will *usually* be a folder in the ZIP or RAR.  Just move that folder into your skins folder and you should be good to go.

I had this problem too. Make sure the folder you are putting it in on your XBox matches the values in skin.ini. The ZIP file name can sometimes be different than the required directory name. I looked at the ZIP on wildabeast.net (I assume that's where you got it from?) For example, don't use
"c:skinStrawberry_girl"
Use
"c:skinStrawberry girl"

At the bottom of the skin.ini make sure the filepath to the images are correct.  If you changed the filename this is probably where the problem is.  It should say something like this:

Main       = "skin\Halle Berry\halle.jpg"
Launch     = "skin\Halle Berry\halle_load.jpg"

I believe I renamed my folder.  Give it a shot.

Nezff replace
[Skin_bluebolt_temp]

with
[Skin_bluebolt]

Check your folder name and image names to make sure they match the names in the file path.
Main = "\skin\bluebolt\main2_w_temp.jpg"
Launch = "\skin\bluebolt\loading.jpg"
