Transparent Png Over Menu?

Wondering if it was possible to have transparent PNG overlays over the menu,  I could do it with the game icon and preview, but what about the menu.  My next skin would look a little better if i could incorporate this.. Thx

The menu is "drawn" on top of everything else, so I guess I'm saying the answer is no... And no, there is no way of making the menu draw itself on a different layer.
