Yes, a FF7 remake is kind of planned (or discussed), but the whole thing was actually just a CGI demo to impress the media. The project doesn't really exist if I'm not mistaken, and when it was shown to media, the RSX graphics chip hadn't even been made yet, so no one had any idea at all what the PS3 would or wouldn't be able to do.
And no matter how many times developers have tried to say their titles were running on "real hardware", or were looking like "what we'd expect them to look like on PS3", they suddenly looked much worse on the e3 floor when they became playable.
Proof's in the pudding.
And how was M$ "this way"? The closest I can think of is when Bungie showed off the Halo 2 demo that wound up not being fully representative of the final game, but the demo they showed was entirely playable (they even took requests for things to mess around with at some showings), and Bungie rebuilt the whole game after e3 due to dev issues, so things were going to change.
