The 657,008 black-on-white crimes of violence are just that, crimes of violence, they are not considered HATE crimes since there was no motive to base them on for being hate crimes. Once agin if you used logic and knew how to read, you would know this. If the crime can be based on a racial conflict, then it falls under a racial motivated Hate crime. If religious belifs are found to be the motive, then it is a religious hate crime. If a white kills a jew and no religious or racial motive is found, then it is white-on-white or white-on-(whatever color the jews skin is) crime.
