Your issue is a failing laser. Replacing the laser will cost around $10USD, give or take a few bucks.

It's the same laser. 360 games are more sensitive to laser strength that movie DVDs due to security checks against the disc. If the laser can't read these security areas correctly, it will fail the security check and the console doesn't recognize the disc as a game, if it even recognizes it at all.

If the DVD key was incorrect, the games would be showing up as movie DVDs, rather than an Open Tray error.
