You mean launch a game from your hard drive? In the manner you describe, you don't. That's the stock MS dash.
With no mods whatsoever your options are play from a game DVD or enjoy the deep green colors of the stock dash.
You need a modded Xbox to do anything else. Enable your softmod or turn your chip on.
If your mod is functioning and you still lack an installed dash, boot from a utilities disk like Hexen or something oldschool like Slayers.
