Rather than an upload, here are instructions to do it yourself.

1) Copy all files from the root of Fallout3 GOTY disc 2.

2) Edit the ExpansionInstaller.ini
Changed the information to:
[Update]
TitleID=0x45410829
BaseVersion=0x00000001
UpdateVersion=0x00000301
[English]
DiscName=RockBandUpdate

3)Replace files in content\0000000000000000\FFED2000\FFFFFFFF\  with your new DLC

3)Edit the Background and Logo Graphics (background.png) (logo.png)

4)Remove the title_update.bin (I suspect there is a way to put the required RB2 TU files via this, but I just ignored it)

5)Since it's pre-compiled I don't know if its possible for someone to hack/fix the freezing problem when too many files are put into the folder.   If it wasn't for this bug, this would be very usefull.
