External Hdd Woes

I have a JTAG, that I have been using for a while with no issues. I use Xexmenu 1.1 on a CD drive and had previously launched my xex files that were stored on a 1TB WD external drive through this. I recently purchased a 2TB Seagate goflex external hard drive. I completely erased the drive and formatted it with FAT32. I created a games folder on the drive and copied some backups over. The jtag'ed box doesn't see this drive though, I've formatted it several different times and haven't had it recognize the drive. Anyone have any thoughts on why this drive isn't working? Anything would be helpful.
