only the pirate version of r6-3 has issues...pal and ntsc work fine.

Im not sure if this is the case with Rainbow Six 3 butit may explain why you are having a problem seeing games.

In some games it dont show the game if the connection is poor, this would have nothing to do with NTSC & PAL persay but if you have NTSC and you ar trying to join a PAL then your oponent is probably a fair way away from you so you may get connection issues.

Also I confirm that NTSC & PAL versions can work together as I have had games going with different region types.
