Download the Max Techniques Patchs (all techs maxed) - NTSC US by ShadowNinjaYagyu at XBOX-Saves.  You can get lv30 techs on characters that can't use that tech.  Example: Lv30 Shifta, Deband, Grants, and Megid on a HUmar.  Reversal as well.

does this mean you can put em on a huvast and racast. and how do you activate te techs to work? what i mean is where do you place the file

Don't work on Androids, sorry.  Just have it patch your Default.xbe file and replace it with the one you currently have.  Have it make a backup in case you want to put it back unless you have Mr. Roboto's immune default patch.
