Morrowind Save Editor?

Do you think it would be possible to make a Morrowind save game editor?  My idea would be, transfer you xbox save on your computer & have the save game editor hex edit the values.  This might be helpful for players who lost important artifacts like the puzzle box or the dagoth cup.
