I think you have to replace cars....i think theres some kinda limit as to how many can exist.....not 100% on that though....

On the PC version,you have to do something like:add txd and dff to gta3.img,   create a col file, add the handling.cfg, carcols.dat, default.ide lines, (in the files) and maybe a ipl file but im not sure about that..
