Under Vista, bring up the Network and Sharing Center (look in the system tray for an small white image of two computer monitors), check there that Network Discovery is on and Password Protected Sharing is off.

I haven't messed much with 2003, but what little I've seen makes it look like XP with most of the cosmetic settings disabled and the security settings cranked far into "paranoia" mode. Right click your share, select Properties, and check under the Sharing and Security tabs that the "Everyone" groups have access.
