No, so far it can't be done.  It may be possible but you'd still have to open the box and solder two points (ie. the WE# point).  This is because Write Enable capability is not there from the factory and you would have to enable it yourself by jumping WE high.  This is all speculation too since nobody has actually tried flashing via the network and I'm not even sure if it has the capability.

There's a guy that's working on a bios flashing dealy called Milksop that's pretty interesting.  His program lets you hook up a computer to the Xbox via his custom interface (shown below) which will let you reprogram the Bios however you want.  Pretty cool stuff.
