I have the exact same problem.  I have an action replay, and I've tried several different saves, I've tried using different compression progs for the zip files including winzip 8.1, winrar, and windows xp compression.  I even made my own xbox-to-usb cable and tried that with the mem card, but that didn't work either.  I have a 1.1 version box with kernel 4817 and dashboard version 4920.  I've tried the hard drive hot swap method also, but hdd_driver fails to recognize the xbox hd.  I'm going to try mechassault later this week, and if that fails, then I'm going to buy a chip.

also what version and kernel do you have?
mine is ver 1.3 i think

ok first off followed the directions to the tee still no dice.  Also I tried the raincoat save and still the same thing.  The screen flashes but then it goes to error 21.  Does anyone have a save they know works?  So all I would have to do is add it in my action replay folder.

Also has anyone had luck doing this with a kernel of 5101?

yes people have had success, it could be either your memory card or the version of the game you are using

well i don't think it is my memory card because i am loading the save on the hard drive.  Do you think getting mech would yeild better results?

ok same thing with mech that damn error 21.  Is there something in the evox ini file that needs to be changed maby.  Because i just put it in the action replay without doing anything to the actulla save.

also for all those who can not get this to work are you using the action replay card to tranfer the file or a regular card?
