1) Yes, power off can be done from within certain dashboards, like Xbox Media Center. You can install a button, with a good deal of modding, into the controller to power off/on.
2) In Game Reset, a funtion of your bios, will take you back to your dashboard from any game or app. Combo is almost always Both Triggers + Start + Back (or Black).
