Usb Memory Stick Not Formatting

I just made a USB adapter and tried to use my USB memory stick with it, but the M$ dash wouldn't format it. It just gave me and error that said it couldn't read it and it might be damaged, I tried a different stick and the same thing happened. I formatted both in both FAT and FAT32, but still, same thing. Has anyone had this problem before? Oh, and I downloaded the Action Replay software from their site but it is no help. Is there additional software I can get to format my USB drive?
