If the chip doesn't boot then the adapter is not alligned, has nothing to do with the eeprom.  Either allign it or solder it.

Do you have a green LED on the chip though? Or do you even have the red LED?

I'm tellin ya its not alligned, specifically either pin 2 or the d0.

Must be allignment issues for both of us.

Wish i knew someone capable of a pinheader install.
