i think the answer to your question is No, but i'm not sure.  however, i wonder if you know that you can do this:

   <Path>F:\Apps</Path>
</List>

Put your XBMC.wmv in your \Apps\xbmc folder.  Then rename it to PREVIEW.wmv.  It will automatically be detected by the menu above and it will be displayed when you navigate to Xbox Media Center.  When you get ready to put the config.xml on disc, change the F to D and build your disc with this file structure...
