Nevermind I have figured it out.  I took a hard modded xbox and FTP'ed the revised xml and put on memory card and transferred the file.  You will have to enable G: Drive on your dashboard to see the memory card.  Also to anyone who doesn't know the Avalaunch confirm button is Y but it wasnt working before but once I updated the xml I am able to change IP settings at will with the Y button after I make my entries.
