Do original Xbox game discs play OK? If not then it is probably a DVD drive issue.

Put the disc in the tray, close it then shutdown the Xbox. Restart and the disc should boot directly ie. without going to the dashboard. Once spun up a HeXEn disc will still take 20-30 seconds to load so be patient.

Now i have tried with a different heXen download. Still no luck.

When i changed the boot order from xboxdash at the top to evolution x.

i think your hard drive has either died or is filled. I've seen similar issues happen before. try connecting an entirely different (and not with any important data on it) hard drive and see if it boots. The message "not a retail disk" is only going to come up when the mod is turned off... and you don't want that.
