'system Managment' Does Not Show Up On Cold Boot

When I boot my Xbox from being off when EvoX comes up the 'System Management' menu item is not there.  But if I go into DVDX or DVD2Xbox or a game and then IGR to the dashboard it is there.  Why is this?  Please help out if you can...
