Can Any1 Help? Service Error 21

hey! i was trying to install a emulator and i sum how came across a site telling me that i should copy 'Default.xbe' into the same directory as the emulator and then RUN the default.xbe file. in DOING SO. my xbox never came to my media x dashboard again. It gives me the SERVICE ERROR 21

please help. btw i do not have internet connection on my xbox so i cannot ftp.
