A PCI card, that has an onboard IDE controller. You can hook 2 IDE devices to them, and they are simple plug and play.

If $20 is out of your price range, I don't know what you were expecting. It's pretty hard to mod or upgrade a PC for less than $20.

i already have some hard drives, just need the card, but i've given up
