Xbox Running Slow

My xbox seems to be running quite slowly as if it were down-clocked...

it runs emulators slower than normal speed compared to a real snes, nes and N64 (music and gameplay is about 30 % slower). And EvoX dashboard scrolling is slow too...

my friend is running these same emulators on his box and they run fine.

I've tried disabling all network services, I've tried reformatting and reinstalling everything, and it still doesn't solve the problem..

any suggestions?
