How long is your cable ? is it a CAT-5 ? What os are you on ? what is you'r FTP client ?

never mind just changed ip to static in exox settings and now almost 10000k/s

try with a shorter cable (25m is the limit) and avoid the power cables stick to the network cable if your network cable is not "blindé" (in french, I don't now the english for this word).
Also is that direct out of a network adapter or throug a Hub/Switch ?

I use a 10m cable I made myself and I get average of 4mb/s.
With FXP, WinXP and 2 network card (1 for DSL the other for my box)
