Windows 7, Unable To Change Drivers For Usb Stick/action Replay?

As a quick follow up, I have also tried using xplorer360. Every place I have found to download it, when i try to fire it up, I get a missing MSVCR71.dll file error.

If anyone else runs into this, I managed to get SID onto the xbox formatted USB.
