i dont understand any of it can someone please explain this in none Computer Science major language please.

The Xbox 360 has two primary "chips" the CPU, (Pentium) and the GPU (graphics card) Linux was already running on the CPU, but the GPU was acting as a dumb display device.  (essentially the CPU was still doing all the work.) What this announcement means is that somebody has worked out how to get the GPU working, meaning, it will now be possible to run games, etc. With the GPU doing the "heavy lifting"

If you change the firmware in your DVD drive, yes. But Microsoft may catch you and ban you, (both your live account and/or your console.)
