The current available XNA games are for demonstration purposes. Microsoft stated that full permanent access to Community Games will be something that will be available late this year. They provided games from the finalists of the DreamBuildPlay contest as a way to show you what it will be like later this year. When they do offer it permanently, any game that has passed the Peer Review process will be available to Live (Silver and Gold) members for free. Microsoft has stated that will have the system in Beta in the "spring", but did not state whether this beta program will be open to the public. Most likely it will only be open to Creators Club members since they will be the ones posting their games to the service and also the ones who will be doing the Peer Reviews.
