[Release] Prando - Cross-platform STFS Package Tool

Prando stands for Patch, Rename, and Organize. It is a tool for batch
manipulating STFS packages (downloadable content, title updates, etc.). It
supports CON, LIVE, and PIRS files. It runs on Windows, Mac, and Linux.
