So to answer my own question. This is how you do it. I am only posting this in case anyone else needs to do the same as me for whatever reason.

First you need three tools. Google search will help you find downloads for all of these.

xport 360
xplorer 360
modio

Created a save game on your destination profile using a game that no other profiles have a save for.
Next hook you xbox hdd to your pc. (google search how to open xbox hard drive.)
Open xpor 360 and look in /partition 3/content/ and you will see several folders. (000000000000, E000000aa345...)
The folders starting with E... are the profiles.
Expand each folder until you see the one with your new save game in it.
Copy this folder to you desktop.
Also find your source profile by looking for the one with all of your save games in it.
Copy this folder to your desktop also.
Next open Modio.
Click on resigner> open file> then open any save from your new profile.
Make sure set 1 is selected in the drop down menu and the click save ID Set.
Close this small window and click on resigner> Multi-file resigner, click search for files.
Click yes on the popup.
Select your old destination profile folder.
After it loads all of the game saves click the drop down in the bottom right corner and select use set 1 ids. Click rehash and resign all.
Once done close modio and then copy all of the subfolders from your old profile to your new profile folder on your desktop.
Open xplorer 360
Click drive>open>hard drive or memcard.
Go back to partition 3/ and highlight content.
Drag your new profile folder from your desktop to the right window pane in xplorer360
Wait for it to finish injecting files
Click on Drive>close
Close xplorer360.
You are done.
