Dvd Rom Broken?

my xbox 360 will not open the disc tray.
it will continuously blink and not open.
when i looked behind the dvd rom i saw how the Linker was fused out..
could this be the reason why the dvd rom isnt responding to the 360??

is there something missing here? and shoudl i buy a new linker for the dvd rom?
