Im buying a banned xbox strictly to play offline.  I would prefer to have a Hitachi w/ 1.51 but cannot find.  I can get my hands on a 1.61.  I know you need an activate disk for 1.61 to play hybrid rips that dont pass abgx tests.  Im guessing that this will let me play any future wave games that come out. just like the Hitachi 1.51 and 1.6 w/disk?
Secondly, is the disk used for 1.6 the same as 1.61???

IX 1.6.1 will directly boot the new wave 4 disks but not the newer wave 5 disks that will start coming out next week. For those you will need the activate iso disk which is the same for IX 1.6 and IX 1.6.1.

you could look into patching your games since the box is banned or maybe putting non stealth 1.41 on a benq or using the the act disk on 1.6 or higher
