No, that map is for all of Tamriel.  For size reference, the island Vvardenfel is where morrowind took place, with Solstheim to the northeast.  The current game will take place in Cyrodiil.

why is the rest named Morrowind?

if thats true, Oblivion is Massive! even if its just Cyrodiil
