Fixing A Bad Attempt At A Jtag

I purchased an old Jasper 360 from someone on Craigslist a few months back, with the intention of JTAG-ing it. The previous owner had attempted the modification, but apparently had some issues. The motherboard was left in a bit of a sorry state, but it seemed to be workable.

Finally getting around to it, I soldered the LPT cable in, but couldn't get anything to show up in NANDPro. Upon checking the pins of the cable, and on the motherboard itself, I believe I found the issue.

First off, the R1R1 resistor had been pulled off of the board. I fixed this by following the trace, and soldering on another one. But, I then noticed that J1D2.1 is only at about 0.01v, while J1D2.3 is at 1.1v.

Does anyone have an idea of what the issue could be?
