Sorry to Mods. I posted this twice here:

But I thought it would be better to start a new thread so it can be accessed more easier. My apologies if I shouldn't have done this.

Here's a better schematic. Its a tad large, but at least its more legible.
I hope I got everything right, but I'm not 100% sure on R20, if its supposed to be 10k or 1k. Can someone validate which one it should be???

Parts List

Semiconductors:
IC1 & IC2 = LM339N Quad Low Power Comparator
IC3 = PIC16F876A PIC Microcontroller
IC4 = 74HC08 Quad 2-Input AND Gate
IC5 = MAX232 Dual RS232 Receiver/Transmitter
LED1 = 5mm Flashing LED (1Hz)

Resistors (All 0.25W):
R1 - R18 = 1k ohm
R9 = 5k6 ohm
R10 = 680R
R19 = 330R
R20 = 10k

Capacitors:
C1 & C2 = 22pF Disc Ceramic 50V
C3 - C12 = 0.1uF Monolythic 50V

Misc:
X1 = 20MHz Crystal
CN1 = 16 Way IDC Header Male
CN2 = DB9 Female Connector
SW1 = SPST Momentary Push-Button Switch
USB = USB Socket Female

Take Note:
C7, C8, C9 and C12 MUST be placed as close to Vcc and Vdd points on thier respective IC's
