First off here is my faq

Q: Can I run Windows 95, 98, me, 2k, xp?
A: Nope, only windows ce.

Q: Why only windows ce?
A: Because its the only version of windows that has a public source code.

Q: Why do we need the source code?
A: Because we need to disable the pci bus scanning, and reading and writing to parts of the ram.

Q: So can I run my favorite Windows software?
A: Not under Windows ce, windows ce is not really normal windows. Win ce is what is ran on pocket pc.

Q: Can I install my favorite pocket pc software on xbox's windows ce then?
A: Still no, why? Becuse it was compiled for a different cpu architecture.

Q: But I really WANT to get a windows program!
A: You can install linux and try running the windows program with wine or cedega ( wine x (not free)), a lot of programs wont run but some will.

Q: Can I run Windows on a emulator?
A: Yes, but its not going to run very good, there is few good computer emulators Bochs http://bochs.sourceforge.net/ and vmware (not free). you should be able to run any thing under windows 98 because the xbox is pretty slow 733mhz, and has very little ram 64mb.
