E66 is because you downgraded to a different firmware.  Any of the latest firmware releases will allow you to patch the firmware version to what the console wants to see (MS28 in your case).

Sorry....you do need the key, but thats not what is causing the E66.  You NEED the key from that drive.  If you don't have it, you are screwed, because currently we can't pull the key off any part of the motherboard.

Ok, so I just got really lucky... I just happened to call my best friend this morning and caught him before he went back to school.  I now have my original MS28 and his ms25 drives in my possession.  What should I do... just mod my ms28 and give him back the ms25?  Or is there a way to transfer my ms28 key over to the ms25 and just mod that drive using my key?

I'm having a hard time getting my NF4 sata chipset to detect the drives so I ordered one of the VIA VT6421L from Newegg and should get that on Monday or Tuesday of next week.  I would like to have my friends 360 back to him later today before he heads back to school which is about 4 hours away.

Suggestions?

Just keep the MS28.  It's easy to flash with the bad flash recovery method with the VT6421L.  Make sure to flash his key back to his drive though.  Textbook has a great guide on flashing here.
