No.  Windows Media cannot stream a VOB container, nor can Media Center, to your Xbox 360.  Only MPEG, AVI, MP4 and WMV are supported video containers to stream to your Xbox 360.  Keep in mind that only MPEG, MS-DVR and WMV can be streamed from Media Center, as the Extender component in the Xbox 360 does not support any other type of video content.
