X264 Converted To Dvd

DVD resolution is 720x480. So yes, you're down-scaling the resolution.

This is what I needed to know. I checked out your tutorial, is that a quick process or we talking like a few hours. I might just be patient because their are a wealth of HD wmv files being released every day.

What are you, psychic?  The OP never said what the videos' original resolution was.  x264 is just a codec, and mkv a container, and neither specifies that the content is in HD.
