From gamesindustry.biz:

The recently announced Xbox Live Video Marketplace, which will allow Xbox 360 users to download movies and TV episodes to their console, will eventually launch outside the United States according to Xbox marketing manager Aaron Greenberg.

Greenberg confirmed that while the current service is for the US only, it will eventually have global reach.
"The platform is built," he said, "and we're able now to get more locally relevant content on the market as we span across the world."

CRTC.

I was planning on making a US account to get around all of the regulatory compliance issues.

Will creating a US account be enough?

With itunes, you need a US credit card and a US IP address to buy from the US store if you live outside the US.

So far it's been easy to get the free foreign content from Live by opening a new account in the given country, but when it comes to purchasing TV shows, the local distributers would probably sue.

Realize that CBS doesn't show CSI directly in Canada, they sell it to CTV. Then when it's aired, if you tune into CBS, you get CTV's feed.

It's the same reason why you can't buy TV shows from itunes in Canada (or anywhere that's not US).

The problem is the obsolete media distribution system that's over 50 years old.

yeah i was hoping having a US account would do the trick to be honest, since its all done by a points system i didnt think it would block you out like a credit card!

plus when im signed into my US account i get the adds for the new tv/movie service, but when i log onto my Ireland account, the adds arent there!

there is no regulatory body that is preventing this from happening

the problem is that the companys that own the
Canadian rights to the show are not the same companys that own the U.S rights

that is also the same reason that Itunes does not offer any shows in there Canadian store

Oh o.k. so it's more along the lines of distribution rights. If I'm understanding you correctly, as different distribution companys distribute the videos in different countrys
