Yes, they can be streamed from a Windows MCE PC.

Not sure if it works or not since my MCE won't seem to connect with my xbox anymore(dunno why?), but I saw a page of MSs that had instructions on copying the files to the HD with MCE.  Highlight the video and hit the info button on the media remote (if you have it) I think is what it said.
