Help On Downloading From Irc

I have a T3 connection through my University dorm room. I can get speeds of up to 300 kpbs/second. However, while in an IRC chat room and I attempt to download something from someone else, my speeds are terrible (around 3 kpbs/second). So how exactly to I get my speeds up to where I know they should be?

The speed depends on the person sending to you.
If it happens regardless of who is sending, then there is a problem :)

yeah it doesn't matter who is sending to me. do you know what the problem might be?

Um i'd say maybe try another irc client, or maybe connect your computer through another route and see if its your local network for some odd reason.  Not much I can say to help from here sorry.
