Guns Outside Your Safehouses

I remember in GTA 3 and VC there would be guns outside your safehouses if you did certain things.  I'm about 37% of the way done with SA and I haven't had it happen yet.  Does anyone know if you can still do this and if so then how?

i'm 70% done and i don't have any spawning weapons but then again u got those weapons in the others from collecting hidden packages and i have 2 horseshoes and 1 oyster so u prbably do if u have enough of those

Lets clear that up.

1. to get weapons to grove street, you have to spray all 100 tags (you wont get anything for 99, the weapons will be delivered when you spray tag #100)

2. to get the weapons to the 4 dragon casino, you have to collect all 50 horseshoes. 49 wont bring you anything.

Gamefaqs.com has some nice accurate location maps. Was pretty easy to collect them (only the oysters sucked ass, as they are all under water)
